Who is required to pay a tuition fee at the University of Helsinki?
The student is legally obligated (liable) to pay tuition fees at the University of Helsinki:
1) if he/she is not a citizen of the European Union/European Economic Area country or Switzerland OR does not have a permanent residence status in one of these countries; AND
2) if the degree programme is taught in English; AND
3) if the study right for the degree was awarded in 2017 or later;
4) if the degree programmes lead to a Master’s level degree.

If necessary, students themselves are responsible for demonstrating that they are not liable to pay a tuition fee.
Please note, that if you applied during the application period Dec 1 – Jan 12, 2017 the document that demonstrates that you are not liable to pay the tuition fee must be valid on August 1st 2017.
How much is the tuition fee?
At the University of Helsinki, the tuition fee is 13,000, 15,000 or 18,000 euros per academic year, depending on the academic field of the degree programme.

Can the University increase the tuition fee for the second year?
No, the annual fee is fixed upon year of entry.
When is the tuition fee due?
Applicants receive information on the results of their application for a study place and scholarship in the middle of April at latest. Information on the tuition fee and payment procedure is included in the material which is sent to all admitted applicants. One is able to pay the fee any time after receiving the information.
It is very advisable to pay the tuition fee early for the following reasons:
- the immigration authorities have more time to process your visa and residence permit applications;
- the best housing offers are available to those who react fast;
- if you are among the first ones accepting your study place, the University of Helsinki will offer you a chance to participate in an Intensive Finnish Course in the Helsinki Summer School for free!
Is it possible to pay the tuition fee in two or more instalments?
No, it is not possible. The tuition fee must be paid as a single instalment for the following academic year.
If I don’t pay the tuition fee, will I lose my study place?
Yes, if you are required to pay the tuition fee, failing to pay is the same as not accepting the study place offered; you will lose the study place and you are not able to start your studies at the University. Admitted applicants or students cannot register as attending before they have paid their tuition fee. Only attending students can attend classes and complete studies.
Am I able to postpone the beginning of the studies by one year?
No, a student is not able to postpone the beginning of the studies. New students must register for attendance during the academic year following their admission. They can register as non-attending only in situations specified in section 39 of the Universities Act.
I was granted a study place in a Master’s degree programme before the introduction of tuition fees (2016) but have postponed the beginning of studies and registered as a non-attending student for the academic year 2016-2017. Am I required to pay the tuition fee?
Yes, the tuition fee applies to non-EU/EEA students, who have not registered as attending before autumn semester 2017. If you have not taken any credits during the academic year 2016-2017, but you are registered as an “attending student” you are exempted from the tuition fee.
I am a good student who works fast and I am interested in additional courses. May I take more than 120 credits in two years?
Yes, there are no limitations on the number of credits a student may take while he/she is registered as an “attending” student. Just make sure that you take all the compulsory courses for the degree programme in due time. In addition, in most Faculties, you may include these extra courses in your degree as optional studies or selective studies.
What if I do not graduate and receive my degree in two years? How long can I study? Do I have to pay tuition fees for the following years in order to graduate?
You are entitled to complete the Master’s degree within the target duration plus two additional years. If you fail to graduate within two years of study, you can register as attending for the following autumn term, in which case you must pay half of the tuition fee. The fee will be charged by term until you have completed the degree.
What does the tuition fee include?
The tuition fee includes the compulsory Student Union (HYY) membership fee which provides you substantial benefits and services, advocacy work and events throughout the year.
The tuition fee includes teaching and access to the newest learning facilities, the innovative and service designed learning center and the student Library. As a student at the University of Helsinki you have access to excellent Student Services as well as all the services offered by the Career Services regarding job hunting, career planning and internships. Comprehensive ICT services will also be at your disposal to support your studies. You will be assigned a tutor, who is a student at the University and can introduce you to the Finnish student life. The faculty assigns you a tutor and a tutoring group.
How about housing costs, meal plans or health insurance? Are those included in the tuition fee?
Unfortunately not. Make sure you have enough financial means to pay your rent, personal expenses, transportation costs, meals, insurance etc. The University of Helsinki has a housing quota especially for international Master’s degree students and citizens of non-EU/EEA countries moving to Finland.
As a Student Union (HYY) member you are, however, entitled to a significant student meal discount in Unicafe student restaurants and reductions in the public transport of the metropolitan area and in long-distance traffic. You are also provided free or highly affordable general, mental and oral health care services by the Finnish Student Health Service (FSHS). Please remember to check that you have a valid health insurance since the FSHS only provides basic health care services and does not e.g. perform extensive medical operations nor does not have its own accident and emergency service unit.
Are there some other payments or fees involved with the studies?
Mainly the services are for free and the compulsory Student Union (HYY) membership fee is included in the tuition fee. A student is entitled to one official paper transcript of his or her academic record free of charge per academic semester; the following copies are chargeable.
How about refunds and withdrawals?
The tuition fee will be reimbursed if
- a conditionally admitted student fails to meet the conditions for admission within the allocated time,
- a student’s application for a residence permit is rejected,
- the residence permit status of a student who has accepted a place changes before registration so that he or she is no longer liable to pay a tuition fee, or
- the degree programme is not offered or a force majeure event occurs.
If a student graduates in the autumn of the second academic year before the target duration of the degree has expired, he or she will be reimbursed for half the tuition fee for the second academic year.
What if my residence or citizenship status changes during my studies?
Changes to the residence or citizenship status of students during their studies will be considered as follows:
1) If the change of status means that the student is no longer liable to pay a tuition fee, any fees covering the time after the change will be reimbursed to the student as of the following term.
2) If a student’s status changes so that he or she becomes liable to pay a tuition fee, the liability will begin as of the following term.
Students must inform the University about any changes to their residence or citizenship status.
Changes to the liability to pay a tuition fee will come into effect as of the beginning of the term following the change of status. In cases of such a change, the tuition fee will be divided for two terms so that one term equals half the tuition fee for the entire year.
When calculating the amount to be reimbursed, the half of the tuition fee grant that was awarded to the student from the University’s grant system for tuition fees will be taken into account.
What are the general conditions for a scholarship awarded by the University of Helsinki?
The Be 1* the Best scholarships are awarded to the best students on the grounds of academic merit according to the general Master’s degree admissibility, academic excellence and success in previous studies and motivation to study in a Master’s programme at the University of Helsinki.

When do I know if I have been awarded a scholarship?
Every scholarship applicant receives information on the possible scholarship together with the letter of acceptance.
Does the scholarship cover the complete 2-year study period for a degree?
The scholarships are granted for two years. However, there is a stipulation involved. In order to receive the grant for the second year, you are required to complete at least 55 ECTS in your first study year. After the first year, your studies will be evaluated and the scholarship is continued, depending on your progress.
I have not been granted a scholarship for the first academic year, is it possible to apply for a scholarship for the second academic year?
Even though you were not granted a scholarship for the first academic year, you can apply for a scholarship for the second academic year. The application period will be before the end of your first study year. In this case, the scholarship is awarded on the grounds of the academic success during your first year of study.

How much are the scholarships?
The exact amount of the Be 1* of the Best scholarship depends on the amount of tuition fee charged by the Master’s programme. The tuition fees range from 13,000–18,000 euros.
For the 2017 intake, the scholarship categories are:
- the amount of the whole tuition fee (13,000 or 15,000 or 18,000 euros) AND a Living Cost Grant of 10,000 euros;
- the amount of the whole tuition fee (13,000 or 15,000 or 18,000 euros);
- half the amount of the tuition fee (6,500 or 7,500 or 9,000 euros); and
- a Living Cost Grant (10,000 euros).

Applying is very easy: The online application form for the Master’s degrees includes questions related to the scholarships. The scholarship application is activated by answering these questions. Is it possible to apply for both the programme and the scholarship with my transcript of academic records and a proof of future graduation and to submit my diploma after the application deadline?
Yes, also those students who are in their last term or semester of their Bachelor’s studies can apply. You may be awarded admission to a programme on the condition that you submit the final degree certificate and transcript to the Admission’s services of the University of Helsinki after graduation. However, the final deadline to present the required documents and eligibility is 31 July 2017.
May a PhD candidate apply for a Be 1* of the Best scholarship?
These scholarships are only available for those students who pay for their tuition. As doctoral level education is arranged free of charge for all, the doctoral level students may not apply for the Be 1* of the Best scholarship.

Is there an age limit for the scholarships?
There is no age limit for the scholarships.
Is it possible to lose the scholarship granted to me?
In the case that your liability to pay tuition fees changes, you also lose the right to the scholarship. Other reasons for losing the right to the scholarship include, for example: providing false information in the scholarship application and cheating during your studies.
