Collaboration

 Transnational and interdisciplinary research coordination 

KOMKRIS collaborates by addressing a shared strategic challenge: how to safeguard democratic governance, institutional trust, and civic resilience in the face of antagonistic threats. KOMKRIS constitutes genuinely cross-border and -sectoral collaboration. Partner institutions are responsible for leading WPs that include researchers from other countries. This fosters collaborative knowledge-building across WPs, introduces comparative perspectives, and supports a non-hierarchical division of labour.

Stakeholder collaboration and co-creation

A key function of WP0 is early and continuous involvement of stakeholders – e.g. governmental actors, civil society, private sector representatives, and media organisations – across the Nordic-Baltic region. This engagement extends from yearly symposium participation – serving as both dissemination of early observations and thematic co-design workshops aligned with the WPs, to joint data interpretation sessions, where stakeholder perspectives enhance the contextual validity and practical applicability.

Knowledge exchange and capacity building

The project strengthens the Nordic-Baltic research ecosystem through collaboration, mobility, and joint authorship.

Finland 

The Nordic-Baltic countries face increasingly complex crises of cross-border character, that demands transnational responses. The project harnesses shared features of the region – such as societal trust, decentralised governance, strong civic engagement, and transparency – while exploring how these attributes are challenged during times of crisis. 

KOMKRIS contributes by addressing region-specific needs related to decentralised governance: co-creating communication and collaboration best practices that balance coherence with freedom of thought and critical thinking – offering tools for transparent, coordinated, and democratic crisis governance. KOMKRIS positions the region as a forerunner in democratic, rights-based crisis response, strengthening the international influence, and the innovation potential of Nordic-Baltic cooperation. Furthermore, KOMKRIS contributes to the critical mass of Nordic scientific expertise by pooling methodological, conceptual, and empirical capacities across institutions in Finland, Sweden, Norway, and Estonia. 

The added value for the Nordic research ecosystem lies in:

• Developing critical interdisciplinary expertise in hybrid crisis governance and democratic resilience.
• Facilitating mobility and cross-institutional collaboration among Nordic researchers, civil society organisations, and crisis management professionals.
• Harmonising concepts, tools, and institutional practices across the Nordic-Baltic countries, improving effectiveness and interoperability in crisis communication and preparedness.
• Leveraging access to Nordic-specific data sources, such as legal frameworks, models of total defence, different perspectives on threats and resilience, and models of collaboration and communication. 

KOMKRIS produces a shared Nordic-Baltic capacity to understand, anticipate, and respond to the hybrid and evolving character of antagonistic threats, thereby contributing to the Nordic 2030 vision of becoming the world’s most integrated and resilient region.
