Coun­try-spe­cific re­quire­ments - Bachelor's Programmes

You must follow these instructions if you apply to the University of Helsinki for a bachelor's programme in the main admissions or for the Bachelor of Science programme during winter/spring 2019–2020.

Conditionally admitted applicants must submit to Admissions Services certified copies of the certificates demonstrating their eligibility for higher education and their language proficiency upon accepting the place offered to them. There are country-specific document requirements in place for certain countries.

These instructions apply to you if you have been admitted conditionally. However, it is recommended that you acquaint yourself with the instructions well in advance of the publication of the admissions results. Please note that submitting the educational documents according to the country-specific requirements may be a slow process. It is important to start the process in good time – you do not have to worry about submitting the documents too early.

If the country that has awarded your diploma is not listed below, submit the documents normally as certified copies.

If your diploma was awarded in one of the below countries (or it will be awarded in compliance with the regulations of one of the below countries), you must submit the educational documents related to your diploma in accordance with the instructions related to that specific country. You must primarily follow the country-specific requirements, not the general document submission instructions. Alternatively, you can submit your educational documents using certain electronic verification services, if your educational institution uses such services.

If you have completed an International Baccalaureate, AICE or A level qualification in an international school, which complies with the diploma requirements of another country (e.g., International High School modelled on the United States), follow the separate instructions available at the bottom of this page.

Please note that if you are demonstrating your higher education eligibility with a university degree, most countries have special instructions you must follow.

Conditionally accepted applicants must submit their enclosures to Admissions Services of the University of Helsinki by 15.00 (UTC +3) on 15 July 2020. A postmark dated before the deadline is not sufficient. If you fail to submit the required documents by the deadline, you will lose your place.

The upper secondary-level educational documents must be certified by the Consular Department of the Ministry of Foreign Affairs in Kabul. If you are not currently in Afghanistan, ask the nearest Afghan embassy or consulate to certify your educational documents.

Submit your upper secondary-level educational documents to Admissions Services of the University of Helsinki in an envelope sealed by the diploma-awarding institution. The envelope must be sealed with the official stamp or seal of the educational institution or examination board across the back flap indicating that the envelope has not been opened after sealing. Envelopes sealed with a generic stamp, such as one stating “sealed”, are not accepted.

If the educational document with which you demonstrate your general eligibility for academic education is university studies or a university degree, please follow the separate instructions for Australia related to submitting these educational documents.

Submit a copy of the official government-granted upper secondary-level diploma. The original educational documents must be verified with an apostille by the Ministry of Foreign Affairs of the Republic of Azerbaijan. Copies of the apostille-verified documents must then be officially certified by a notary public. The copies must carry the notary public’s original stamp on each page and the signature of the certifying officer. Alternatively, the notary public can also use a unifying element, meaning that the pages are attached together in a way that certifies them all; in this case only one page must carry the notary public’s original stamp and the signature of the certifying officer.

The upper secondary-level educational documents must be officially certified (attested) by the Ministry of Education of Bangladesh, specifically the Board of Intermediate and Secondary Education.

If the educational document with which you demonstrate your general eligibility for academic education is university studies or a university degree, please follow the separate instructions for Bangladesh related to submitting these educational documents.

Submit a copy of the official government-granted upper secondary-level diploma. The original educational documents must be verified with an apostille by the Ministry of Education of the Republic of Belarus. The upper secondary educational documents must be submitted to Admissions Services of the University of Helsinki by the awarding institution in a sealed envelope. The envelope must be sealed with the official stamp or seal of the body awarding the document across the back flap indicating that the envelope has not been opened after sealing. Envelopes sealed with a generic stamp, such as one stating “sealed”, are not accepted.

You must submit your upper secondary educational documents to CHESICC (China Higher Education Student Information and Career Center) for verification. Request CHESICC to submit the verification report in English or send the report from the CHESICC online verification service to the following email address: application-enclosures@helsinki.fi.

If the educational document with which you demonstrated your general eligibility for academic education is a general upper secondary education certificate, there are no country-specific requirements for Eritrea, and you can submit the required documents as officially certified copies.

If the educational document with which you proved your general eligibility for academic education is a general upper secondary education certificate, there are no country-specific requirements for Ethiopia, and you can submit the required documents as  officially certified copies.

You must submit the West African Senior Secondary Certificate (WASSC) granted by the West African Examination Council (WAEC) together with an unscratched Access Card/Scratch Card. The code in the card is used to verify your diploma information using an online service.

If the educational document with which you proved your general eligibility for academic education is a general upper secondary education certificate, there are no country-specific requirements for Indonesia, and you can submit the required documents as officially certified copies.

Copies of your upper secondary educational documents must be legalised by the Iranian Ministry of Foreign Affairs and the Finnish Embassy in Tehran.  Official translations of the educational documents must be certified by the Ministry of Justice of Iran. Regular photocopies of certified documents will not be accepted. All the copies must bear the original stamps of both the Iranian Ministry of Foreign Affairs and the Finnish Embassy in Tehran.

Submit the Leaving Certificate to Admissions Services of the University of Helsinki in an envelope sealed by the awarding institution. If the educational document with which you demonstrated your general eligibility for academic education is a general upper secondary education certificate, there are no country-specific requirements for Japan, and you can submit the required documents as  officially certified copies.

You must submit the statement of examination results for Kenya Certificate of Secondary Education (KCSE) to Admissions Services of the University of Helsinki in an envelope sealed by the Kenya National Examinations Council (KNEC). The envelope must be sealed with the KNEC’s official stamp or seal across the back flap, indicating that the envelope has not been opened. Envelopes sealed with a generic stamp, such as one stating “sealed”, are not accepted.

If the educational document with which you proved your general eligibility for academic education is a general upper secondary education certificate, there are no country-specific requirements for Malaysia, and you can submit the required documents as  officially certified copies.

If the educational document with which you demonstrated your general eligibility for academic education is university studies or a university degree, please follow the separate instructions for Malaysia related to submitting these educational documents.

If the educational document with which you proved your general eligibility for academic education is a general upper secondary education certificate, there are no country-specific requirements for Nepal, and you can submit the required documents as  officially certified copies.

Submit your educational documents to Admissions Services of the University of Helsinki in an envelope sealed by the awarding body (New Zealand Qualifications Authority or an institution). The envelope must be sealed with the official stamp or seal of the educational institution or examination board across the back flap so that it is obvious that the envelope has not been opened after sealing. Envelopes sealed with a generic stamp, such as one stating “sealed”, are not accepted.

The upper secondary educational documents must be certified (attested) by the Inter Board Committee of Chairmen (IBCC). Each page of the transcript of records and the diploma must be stamped and signed by the IBCC. The documents must be verifiable via their online service. If this is not possible, the educational documents must be submitted directly to Admissions Services of the University of Helsinki by the IBCC.

Submit a copy of the official government-granted upper secondary-level diploma. The original educational documents must be verified with an apostille by the authorised body of education of the Russian Federation in your region (Федеральная служба по надзору в сфере образования и науки (Рособрнадзор)). Copies of the apostille-verified documents must then be officially certified by a notary public. You must submit the Letter of Education to Admissions Services of the University of Helsinki in an envelope sealed by the Uganda National Examinations Board (UNEB). If you have completed an International Baccalaureate diploma in one of the above countries, you must order a Transcript of Grades from IBO and ask them to deliver it to Admissions Services of the University of Helsinki. This allows the University of Helsinki to receive your final grades electronically from IBO.

If you have completed either an AICE diploma or an A level qualification organised by Cambridge Assessment in one of the above countries, you only need to submit a scanned copy of your diploma or your preliminary estimate at the application phase. We will verify the information related to your diploma using an electronic service.

If you have completed an A level qualification organised by Edexcel or OxfordAQA in one of the above countries, the examination board in question must send the official examination results to Admissions Services of the University of Helsinki.

If you have completed your diploma in an international school accredited in another country (the school follows the diploma requirements of another country than where it is located), check if the countries in question are listed on this page. If you find the country listed, please contact Admissions Services of the University of Helsinki to check whether you have to follow country-specific requirements.
