The cover of SAAS 20 shows a detail from ANE 124802 showing the Urartian ambassador (the short man in a cap to the right) watching the punishment of anti-Assyrian rebels. Urartian diplomacy later disappointed Assurbanipal due to their talks with the “Umman-manda.” The man to the left wearing a cap, in shackles and carrying a head, is Mannean(?).
