Victims of serious human rights violations as reparations claimants at international judicial forums: The cases of the Inter-American Court of Human Rights, the International Criminal Court and the Extraordinary Chambers in the Courts of Cambodia.

Abstract: In this presentation, it is aimed to examine the reparations regimes at the three above-mentioned courts, paying especial attention to the victims’ status as reparations claimants under the legal frameworks and case law of these judicial institutions. It is also
given due consideration to how the influential jurisprudence on reparations of the Inter-American Court of Human Rights has been used by both the International Criminal Court and the Extraordinary Chambers in the Courts of Cambodia.

Limitations, potentialities, challenges, and perspectives concerning the victims' status as reparations claimants are accordingly discussed. This presentation is based on the doctoral thesis of the speaker titled ‘Victims' Status at International and Hybrid Criminal Courts: Victims' Status as Witnesses, Victim Participants/Civil Parties and Reparations Claimants’.

Dr (Åbo Akademi) Juan Pablo Perez Leon Acevedo is currently a Post-doc Researcher at Åbo Akademi University, Institute for Human Rights, and lecturer on international human rights law courses and founding supervisor of the human rights clinic at the same institution. He has held diverse legal positions at international courts, international organizations, Peruvian state agencies as well as international and Peruvian human rights NGOs.
