RUSSIAN HYBRID WARFARE: DEFINITIONS, CAPABILITIES, SCOPE AND POSSIBLE RESPONSES

Russian hybrid warfare approaches in Crimea have come to be seen as a central security concern for Europe, due to the perception that individual states, in addition to institutions like the EU and NATO, are not fully prepared to counter them. The hybrid warfare concept is complex and contrexted and an adequate response will depend on a clear understanding of its exact definition, Russia’s rationale for resorting to such measures, and Russian capabilities in a range of unconventional approaches vis-à-vis potential adversaries.
