With parliamentary elections due in the small but oil-rich and strategically important Republic of Azerbaijan in November 2005, many within and outside the country expect President Ilham Aliyev’s administration to be the next to fall to popular revolution following the path already trodden by Georgia, Ukraine and Kyrgyzstan. This talk will examine the short-term prospects for Azerbaijan by looking at the political situation, the strengths and weaknesses of both the ruling party and the opposition, the development of human rights and democracy, and Azerbaijan’s international situation.
