The Influence of Political Regime on Mass Political Consciousness: Logic of Authoritarian Rollback

Utilizing project data collected from the “World Values Survey”, this article presents a comparative analysis of the political consciousness of societies in different regime types. The main findings conclude that hybrid regimes and their respective populations are more prone to authoritarian conditions than those populations in strictly authoritarian regimes. This implies that the evolution of social consciousness is not linear-progressive, but has a more complex trajectory of development. Furthermore, evidence was found that authoritarian institutions can not only block the spread of liberal values but reverse previous liberal measures altogether. Thus, the thesis of institutional learning regarding the development of political consciousness can be considered applicable not only in democratic institutions, but also in retrogressive relation to non-democratic regimes.
