International Development Assistance as a Mechanism of Soft Security Providing by Russian Federation

Security concept has a wide range of its forms, types, levels and methods of its providing in XXI century. Understanding all of these security aspects is quite topical because of the rising number of global threats and challenges. The 2030 Agenda for Sustainable Development widened Global Sustainable Development Goals by including peace and security problems. The paper analyzing Russian approach to providing International Security through Soft Security concept. One of the key instruments of a Soft Security providing is International Development Assistance (IDA). The paper includes a comparative analysis between the Russian IDA strategy and key states - IDA donors’ policy. The research realized by content-analysis and cognitive mapping methods. As a result of research key specific aspects of present Russian IDA policy are revealed and potential directions for forming future strategy are determined.
