The Influence of Universities on Region's Economic and Social Situation (Example of Russian Federation)

Developed and developing countries constantly increase expenses on the higher education throughout already long time. In state policy it is staked on development of the human capital as bases of long-term economic success from the middle of the 20th century. Universities are considered as drivers of development of territories. Reforming of system of the higher education in the Russian Federation has led to formation of various types of universities. These are federal universities, research universities, flagman universities, universities, basic for regions of presence. The key purpose of the real research is consideration of positioning of the Russian universities as engines of regional development. The author uses methodology of Caffry J., Isaacs H., Bluestone B., Booth G. Geoffrey, Jarrett, E. Jeffrey, Elliott D.S., Levin S.L., Meisel J.B. to an assessment of a contribution of the higher education to development of the city. The sphere of the higher education is considered as branch of production. In a research we allocate three directions in which it is possible to judge a contribution of regional systems of the higher education to development of territories: economic development, development of the human capital, innovative development. In work the methodology of an assessment of a contribution of regional systems of the higher education to development of subjects of the Russian Federation on the basis of such indicators as is offered: indicator of an award for the higher education; number of inventions; number of patents; scientific articles of staff of university; places in various academic and research ratings of university as research center; quantity and the cost of the jobs created by university or thanks to existence of university, means, the spent students (and teachers) – nonresidents of the city on residence in the city; an assessment of tax revenues in the budget of the region; others. In work the assessment of influence of universities (through their physical arrangement) on environmental development of the territory by detection of correlations between an arrangement of university and contextual indicators of development of the territory (population density, level of prices for the real estate, level of the average per capita income) is offered.
