Moscow Cultural Modernization within the National Context: Controversies and Concessions

The presented paper deals with the topic of Moscow cultural modernization in the years 2012-2015, the period when Moscow State Department of Culture was led by the minister Sergei Kapkov. The paper mainly focuses on the discourse of change in the whole cultural sphere, the shift to the major global and particularly European trends, conspicuously observed in the programms carried out within the period, and the resistance it met due to its the innovative approatch, totally groundbreaking, and hence, rejected by a large part of conservative population. The routs of such opposition are also considered from the perspective of traditional values, deeply ingrained in the common approach to the daily culture and the whole spectrum of the cultural programms offered by the state institutions. Naturally, the paper adresses also the controversies of correlation between national line of the cultural policy and the modernization of Moscow cultural institutions, conducted in all the subject brunches, such as parks, libraries, cultural centres, institutions of cultural education, theaters etc. For that purpose the key policy-making docunents on both state and local level are regarded and analytically compared. The process of the cultural changes in the Russian capital is observed consistently through the prism of general direction of the development, institutional reforms and gradually performed improvements within the system on sertain model projects, carried out within the period. In general terms, the paper aims at defining the ground principles and methods of Moscow cultural modernization within the past 3 years, the impact it had on the perception of the city and its socio-cultural space, and the reasons of the insolvable contradictions with the line of the national policies, which led to the assumed end of the modernization period by the current moment.
