EU-Russia Renewable Energy Cooperation

Part of the panel proposal on Climate change dimension in EU-Russia energy relations. This paper examines how the EU could facilitate the development of Russia’s renewable energy resource base through the implementation of “joint projects” within the meaning of Directive 2009/28/EC on Renewable Energy. The analysis focuses on the legal challenges and opportunities of exporting “green” energy from Russia to the EU. This paper argues that EU member states could implement joint renewable energy projects in Russia by making use of the existing interconnection capacity between Russia and the EU. By “greening” existing electricity exports without interconnection reinforcement, this approach could stimulate the development of renewable energy sources in Russia with EU financial support and help EU member states achieve their mandatory renewable energy targets at least cost.
