The Basic Tendencies of Social Policy of the Russian Business

The article deals with tendencies in social policy in modern Russia. Modern Russian society is developing a mixed type of social management based on the interaction of the governmental regulation and market mechanisms.

Processes of Globalization all in a greater degree start to influence behavior of the company when the international samples of business dealing become defining in consciousness of those or other priorities of social policy. Leaning against the analysis of intracorporate practices of last years, it is possible to allocate social practice often used in Russia:

- personnel development, increase of professional level of workers;
- formation of corporate culture;
- improvement and a recreation of workers, including members of families;
- attraction and youth support, including in educational projects;
- sports programs;
- material aid rendering;
- the help to veterans;
- realization of various children's programs.

The intracorporate policy of the companies last years is more and more supplemented with programs which are realized in territories where the organization functions. Set of the companies of large business of federal and regional scale take part in realization of projects of the social maintenance. The most appreciable direction for a society of social practice is participation in the scale projects connected with building of objects of a social infrastructure. It is necessary to note also presence of the list of norms and rules concerning external social policy. These rules differ from rules of internal social policy only that they are formed in common by business and the power and under the influence of public expectations. Special value in definition of these rules the problem of the coordination of actions of the power and business as should have subjects of social policy. Interaction between the power and business is carried out in the form of participation of business in the social projects initiated by the state. In other words, the resources directed on the decision of social problems, are considered as the form of business and defined as social investments. «Social investments of business are material, technological, administrative and other resources, and also the financial assets of the companies directed on... realization of social programs … in the assumption that in the strategic relation the company will be received defined … social and economic benefit» [see: Business., 2005, s.15-16]. Allocate two types of social investments: the first type is connected with observance of human rights – the companies create corresponding conditions for the workers and preservation of the environment; the second – investments into the projects of development directed on improvement of life of people [see: Social., 2005, с.34]. Thus, the adjustable market is defined, on the one hand, by laws and instructions which limit the market, and with another - public sector which incurs economic functions, makes various production and services, raises taxes from citizens; And also the organizations (trade unions and the unions of employers), which try to change distribution of incomes in a society [see: Social., 2005, with. 11-38]. Formalization of relations of the power and business could serve in social policy sphere as the precondition for their transformation into system and would provide strategic prospect for this activity. It can become a reality only when the power will cease to consider business unilaterally the responsible subject before the state.
